What is a preventive maintenance plan, and why does every building need one? Start here: every building already has a maintenance budget. The only real choice is whether it gets spent on a schedule you control or on failures that pick their own timing, usually the week before a lease inspection.

This article covers what one contains, which services belong in it, and how to build a schedule around a specific property rather than a template.

So what is a preventive maintenance plan? It is a written schedule of inspections, servicing and compliance testing across the assets in a property, set at fixed intervals and carried out before anything breaks. It is the opposite of waiting for a phone call.

What is a preventive maintenance plan worth?

What is a preventive maintenance plan really buying you? Not the avoidance of repairs, because things wear out regardless. It buys control over when they wear out, at what cost, and with how much disruption.

Failures get cheaper

A serviced unit replaced on schedule costs a fraction of the same unit failing mid-summer, taking a tenant’s trading day with it and demanding an emergency rate.

Budgets become forecastable

Scheduled work is known work. It can be priced annually and defended in a budget conversation, which reactive spend never can.

Compliance stops being a scramble

Certificates fall due whether or not anyone is tracking them. A schedule makes that a calendar item rather than an audit finding.

Assets last longer

Most plant fails early because of neglect rather than age, and the neglect is rarely deliberate. It is just nobody’s specific job.

Disruption gets planned

Work can be booked around trading hours and tenant activity instead of happening at whatever hour the fault chooses.

A note on wording

“Preventive” and “preventative” are used interchangeably across the industry and describe the same discipline. What matters is whether the schedule exists in writing.

What is a preventive maintenance plan built from?

What is a preventive maintenance plan expected to contain? It starts with an asset register, and a schedule is only as good as the register underneath it. That register is built by walking the site and recording what is actually there, its condition and its service interval. Everything else follows: the frequency matrix, the annual price and the reporting.

The last two groups matter more than they look. A schedule with no reactive provision simply pushes urgent work to whoever is available on the day, at whatever rate they name, which undoes much of the saving the plan was supposed to deliver.

03 · Compliance

Electrical testing and compliance

What is a preventive maintenance plan without compliance? An informal to-do list. Compliance is the part with legal teeth, and it is where fragmented vendor arrangements hurt most. Four items recur across almost every commercial property in Perth.

Test and tag

Portable appliance testing at intervals set by the risk of the environment. An office runs a different cycle to a workshop.

RCD and safety switch testing

Residual current devices need periodic verification that they actually trip. A switch on the board is not evidence that it works, which is the entire point of testing it.

Emergency and exit lighting

Logged testing of emergency lighting and exit signage, with results recorded. The log is the compliance artefact, not the test.

Thermographic scanning

Infrared inspection of switchboards to find hot joints before they become failures or fires. The clearest example of prevention paying for itself, because it detects a problem with no visible symptom.

The practical advantage of holding these on one contract is a single set of certificates from a single provider. Three vendors covering three items means three renewal dates, three invoices and three chances for something to lapse unnoticed.

04 · Wet and mechanical

Plumbing and air conditioning servicing

These two attract the most reactive spend in most portfolios, which makes them the strongest candidates for scheduling.

On the mechanical side, air conditioning and refrigeration reward routine attention: filters, coils, drainage and refrigerant checked on a cycle. Skipped servicing shows up first as rising energy consumption, then as a compressor failure in the hottest week of the year, which is also the week every contractor in the metro is fully booked.

On the hydraulic side, planned attention covers backflow prevention devices, hot water plant, drainage and the tap ware and fixtures that quietly waste water for months. A slow leak is rarely urgent, which is exactly why it runs for a year before anyone raises it.

How the trades are actually resourced

At GPD, carpentry, fit-out and minor works are self-performed. Electrical, mechanical, fire and plumbing run through a standing panel of WA-licensed trades used for years, co-ordinated by the builder holding the contract. We would rather state that split plainly than imply one company holds every licence.

05 · Build the plan

Creating a custom plan for your property

What is a preventive maintenance plan worth if it was written for a different building? Very little. Template schedules fail because buildings are not templates. A single-tenant warehouse and a multi-tenant retail centre share almost no risk profile, and a plan copied between them will over-service one and under-service the other. Building around a specific property runs in four steps.

Walk the site. A condition assessment room by room and plant item by plant item, with the asset register assembled during the walk rather than afterwards from memory.

Set the frequency matrix. Each asset gets an interval based on its criticality, its age and what happens to the business if it stops. Not everything needs quarterly attention.

Agree the framework in writing. Response windows, escalation path and budget, documented before the first van arrives. Windows should be scoped to the site and the risk, not lifted from a generic service level agreement.

Go live and review. The first cycle begins and reporting starts immediately. A written monthly report covers completion, reactive volume, resolution times, compliance status and what is forecast next. A face-to-face review each quarter covers the trends.

How small does a portfolio need to be before it is not worth it?
